Ludmilla Raconnat Le Goff is Delegate for Monaco’s Strategic Development Agency and General Secretary of the Monaco Strategic Council for Attractiveness.

She holds a degree in Economics and International Affairs from KEDGE Business School and has developed solid expertise at the intersection of public policy, territorial development and international competitivity. Her career within the Princely Government of Monaco has led her to hold senior strategic leadership positions, notably as General Manager of the Ministry of Social Affairs and Health.


In this role, she led major structural reforms, contributed to the management of the Covid-19 health crisis and supported the modernization of public policies, both from an organizational and social perspective. These responsibilities enabled her to develop a comprehensive approach combining institutional rigor, strategic foresight and operational effectiveness.
Her professional background also includes experience in international economic promotion, providing her with a transversal understanding of economic, social and institutional dynamics, as well as a nuanced grasp of the expectations of both public and private stakeholders.


In her current role, she works to position Monaco as a model of responsible competitivity, built on stability, institutional excellence and innovation, in support of a controlled and sustainable international influence. She notably oversees the organization of the Monaco Day in Davos, defining its strategic agenda and convening economic decision-makers, investors and international leaders around targeted exchanges designed as genuine levers for positioning and influence.
Through this flagship event, she seeks to affirm Monaco’s distinctiveness as a credible, sustainable and high value-added economic centre on the international stage.
